Augments are permanent passive upgrades offered to you as you level and prestige. Common and Utility stack — hold as many copies as you earn. Elite, Legendary and Mythic are unique — one copy of each, ever, which makes picking one a real decision.

Every augment offer is unlocked by a level or prestige milestone — you never grind for an offer directly, only for the right to open one. From there, rerolls and blacklists are how you push the RNG toward the build you actually want.
Common recurs every 10 levels from level 10, on top of fixed unlocks along the way. Elite, Legendary and Mythic each have their own level gate, and Utility — the resource-regen track — opens at level 50 and then recurs on a widening cadence.
Prestige resets your level but never your augments. Past the level gates, prestiging is what keeps handing out fresh Elite, Legendary and Mythic offers on their own recurring schedules.
Each unique tier earns rerolls on its own prestige cadence. Spend one to throw out an offer you don't want and draw a fresh one from the same tier.
Also earned by prestige, a blacklist permanently bans one specific unique augment from ever showing up in your offers again — the long-term fix once you know what you don't want.

All three are unique tiers — you can only hold one copy of each augment in them, unlike Common and Utility which stack. They differ in when you unlock them: Elite from level 15, Legendary from level 30, and Mythic from level 50, with prestige granting further copies of each past those level gates.
Yes. Rerolls are earned per tier as you prestige — Elite every prestige, Legendary every 3rd, Mythic every 5th — and a reroll throws out an offer and draws a fresh one. The unique tiers also earn blacklists on their own prestige schedule, which permanently ban a specific augment from ever being offered to you again.
Common and Utility do — you can hold as many copies as you earn, and each one adds on top of the last. Elite, Legendary and Mythic don't; each of those augments exists as a single, unique pick.
By leveling and by prestiging. Leveling unlocks Common on a recurring schedule and gates Elite, Legendary, Mythic and Utility behind specific milestones; prestiging then keeps handing out fresh offers for every tier past those level gates, so a long-term character never really stops earning them.
